If you look closely at a dogwod flower, you will notice that the four white petals aren't really petals at all, they are bracts, and inside them are a cluster of greenish yellow flowers. Each flower has four petals and four stamens, with a single pistil. The flowers don't all bloom at the same time, you can see two open ones, several that are still buds, and many that have already finished flowering.
